On December 14th, as the Qaidam Basin entered the severe cold season, the lowest temperature dropped to minus 15 degrees Celsius. The Qinghai Oilfield intensified its winter safety hazard inspection and governance. Through multi-dimensional approaches such as full participation in hazard inspection, professional supervision and verification, closed-loop rectification and elimination, and digital empowerment, a "safety protection net" was woven throughout the oilfield's oil and gas production areas.
The Qinghai Oilfield closely focused on business areas such as crude oil production, natural gas supply guarantee, and engineering technical services. Guided by the requirements of the "Thunderbolt Action" for safe production and in combination with the winter safety risk prevention and control plan, it strengthened safety management measures in a targeted manner to ensure the smooth and efficient operation of oil and gas production throughout the winter.
It closely monitored the core links of crude oil winter production and thoroughly carried out closed-loop hazard governance. The oilfield focused on core demands such as wellhead insulation and equipment anti-freezing, and comprehensively conducted facility inspection and efficiency optimization. For key equipment such as wellhead devices, heating furnaces, and pumps, it implemented a "fishing-net inspection + dynamic maintenance" model, focusing on rectifying hazards such as valve freezing and pipeline insulation layer damage. At the same time, it innovatively introduced unmanned aerial vehicle inspection technology to solve the problem of manpower inspection in remote well groups and high-risk areas, achieving precise identification of hidden risks. Additionally, in response to the complex road conditions and personnel fatigue in winter, it established a "weather warning + real-time vehicle monitoring" mechanism, strictly approved special weather vehicle dispatch, and organized immersive safety education to comprehensively build a "safety embankment" for winter driving, providing a solid guarantee for stable crude oil production.
It safeguarded the natural gas winter supply chain and firmly grasped the precise prevention and control of risks throughout the entire chain. The oilfield took "stabilizing production and preventing risks" as the core and built a full-process safety system from gas well extraction to pipeline transportation. In the natural gas development stage, it regularly calibrated safety valves, pressure gauges, and other safety accessories, strengthened the selection management of safety valves for dehydration devices, and ensured the compliant operation of equipment. In the gathering and transportation stations, it strictly implemented anti-freezing measures, increased the inspection frequency of easily frozen and blocked pipelines, thickened the insulation layers of key parts, and improved the single-well early warning mechanism. In the pipeline transportation stage, it focused on the risk assessment of densely populated high-consequence areas and old pipelines, implemented "one area, one plan" control measures, and took effective anti-freezing and anti-blocking measures for parts of gas stations' pipelines with freezing or blocking risks, building a "safety barrier" for equipment in the winter supply season.
It strengthened the safety risk prevention and control throughout the engineering technical service process. In the control of construction operations, it closely monitored key positions, links, and procedures, reasonably arranged operation tasks, prevented overloading and overcapacity operations, and managed materials and personnel and equipment well to lay a solid organizational foundation. In hazard governance, it deepened the construction of the dual prevention mechanism, implemented the requirements of "winter insulation" and "ten preventions in winter", solidified the responsibilities of the line and local areas, and established a "hazard inspection - measure formulation - closed-loop rectification" full-process mechanism to ensure that all hazards were eliminated without blind spots. Especially in the management of well operation contractors, it strictly implemented the main responsibility of the construction party, strengthened daily control such as qualification review, personnel training, and start-up acceptance, and prevented phenomena such as "delegation without management", ensuring that all well operation processes were under control.
